Psychiatrist: 4 years for undergraduate college, 4 years for medical school, 4 years for psychiatry residency = 12 years after high school
Psychologist: 4 years of undergraduate college, 4 years to obtain PsyD or PhD, then 1 year of internship = 9 years (I'm not positive about this, as I am not a psychologist). You can also become a master's level psychologist, which take 2 years after undergraduate college. It seems that most clinical psychologists in practice have a PsyD or a PhD, at least from what I've seen.
